MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL

Monday 14th October 2019
Present: Cllr A Parker (Chair), Cllr M Crookall, Cllr C Grainger, Cllr M Green, Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr M Woodcock and Ian Plowman (Clerk)

  1. PUBLIC GALLERY
    Resident questioned the Parish Council regarding their support for the Harvest BBQ, the position of the PC is that the PC provided financial support and that it is down to individual Councillors whether they wished to attend and help at the event in an individual capacity.

  6. PLANNING
    19/03974/FUL – Former Garage Site Grittleton Road construction of 7 dwellings. (Revised Submission)
    A revised scheme of five 3 bedroom & two 4 bedroom houses has been submitted by Princeton Homes. It is noted that Princeton Homes have met Wiltshire Council planners to discuss issues raised following their original 9 dwelling proposal. At the request of Andy Turner of Princeton, who was unable to attend the PC meeting, Cllrs Crookall & Parker met him and Owen Pryce from Princeton Homes on 10th October to review the proposal in advance of the meeting. Mr Pryce represented Princeton Homes in the Public Gallery.
    Councillors noted that the revised scheme places 4 dwellings facing Grittleton Road a layout suggested by WC planners to present a consistent street scene. It was noted that there were a similar number of windows facing onto the road and that the four 3 bedroom properties occupied a similar footprint & orientation to the two 4 bedroom houses facing the Grittleton Road in the previously approved scheme (18/02072/FUL). It was also noted that the roof line of the properties now proposed were lower than those previously approved.
    Councillors unanimously agreed to support the application subject to Wessex Water approving the foul water design, Wiltshire Council Drainage Officer approving the drainage scheme and a covenant being placed on the properties forbidding the conversion of garages to living accommodation. Councillors support the developer’s proposal to have the road and surface water drainage systems (SuDS) formally adopted by the relevant authority. Councillors had reservations regarding the choice of red bricks for the construction of the garages. Councillors request that Cllr Baroness J Scott withdraws the call in request.
    19/07969/TCA – Tree work – 1 Coopers Meadow – Support.
    Wiltshire Housing Site Allocation Plan, there is a further period of public consultation regarding the latest modifications to the plan. Clerk & Chair will draft the PC’s response and circulate. Deadline for submission 31st October 2019.
  7. CONSULTATIONS
    Community Governance Review – Unanimously agreed to support the proposal submitted by Biddestone PC to move the parish boundary to the centre of A420. Proposal will be considered by Wiltshire Council prior to submission to Local Government Boundary Commissioners for consultation.
  8. CLERK & FINANCE
    Payments Authorised:
    I J Plowman – £236.70– Clerk Salary – September, J Bruce Scott – £645 – Village Maintenance, J Skinner – £51.71 = Harvest BBQ Food, CPRE – £36 – Annual Subscription.

Noticeboard, as the Clerk has been unable to find a locksmith to replace the locks it was agreed to purchase a new noticeboard (£238 ex VAT). Cllr Parker to discuss with Landlord of The Bell prior to ordering.

Christmas tree agreed that Cllr Crookall would source a locally grown tree, budget £100.


9. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr Woodcock has been approached by a resident, requesting that when Wiltshire Council replace the street lighting in the village, that the lights are turned off completely for several hours at night. The motion was unanimously defeated on the grounds of safety and security.
