MINUTES OF THE ANNUAL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 13th MAY 2024

1.PUBLIC GALLERY
U Cllr N Puntis speaking as a resident thanked Councillors for their work during the last year.
Resident from Broomfield has contacted the Clerk by email to request that the Broomfield finger post sign & No Through Road sign are replaced. Both had previously been reported on My Wiltshire by the Clerk in July & December 2023 respectively. U Cllr N Botterill has followed up with Highways – (Post Meeting Note – confirmation from U Cllr N Botterill – that replacement signs have been ordered)

Annual Governance Statement was approved.
Accounting Statements 2023-24 were approved.
Confirmation of the dates of the period for the Exercise of Public Rights – 3rd June to 12th July 2024
Appointment of Internal Auditor – Anita Parsons was reappointed as Internal Auditor
Election of Chairman – Cllr A Parker – Unanimous
Election of Vice Chairman – Cllr F Plowman – Unanimous, but noting that Cllr F Plowman will not stand as Chairman in the future.

5.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting – 8th April 2024 – approved & signed by – Cllr A. Parker.
6.REGISTER OF ACTIONS
LHFIG – A420 The tracker published following their recent meeting neither reflected the decision taken by Unitary Councillors at the meeting nor accurately recorded the stance of other PCs. U Cllr N Botterill to follow up with officers. Additionally, a post meeting recalculation of the cost allocation raised the YKPC share from £600 to £4ooo.

It was unanimously agreed that the Parish Council stands by not making a financial contribution to the proposed project as the A420 is part of the primary route network and the proposal does not comply with the LHFIG terms of reference. Any work should be fully funded by Wiltshire Council. It was also agreed that we should decline to attend the proposed meeting to discuss PC contributions.
Castle Combe Race Circuit, calendar of events received and will be published, it was noted that the date of the next Parish liaison meeting had changed, U Cllr N Botterill to discuss with circuit management.
Rights of Way YK16 (Surgery Footpath), Surgery were supportive of plan to install guard rail, awaiting response from school.
7.PLANNING
PL/2024/04034 – 1 Coopers Meadow – Tree works in conservation area – No Objection Unanimous.
PL/2022/05696 – Drovers Green Variation, Planning Officer still awaiting responses from Persimmon, U Cllr N Botterill to request a meeting with Persimmon.
Proposed Lime Down Solar Farm, all residents are encouraged to sign the national petition, regarding the protection of farmland. Wiltshire Council are debating a motion regarding cumulative impact at the full council meeting on 21st May 2024.
Leigh Delamere Solar Farm, noted that further pre commencement conditions have been discharged.

PL/2023/11106 – Ivy Farm West Yatton – New vehicle access from A420

9.HIGHWAYS, FOOTPATH & PLAY AREA
Flooding B4039, following the recent visit from the VACTOR the situation has improved. Cllr A Parker to email U Cllr N Puntis – Chair of Northern Flood Working Group to request update on outstanding issues at upcoming meeting.
