5.REGISTER OF ACTION
Pedestrians in Road sign – position was agreed.
Grittleton Road litter Bin – Agreed to match funding (£100) with Wiltshire Council replacement bin. (Agreed post meeting)
Biddestone Lane Stables – it was noted that the site appears to be tidier, but the issue of no planning permission remains outstanding. Chair to consult with the owner.
6.PLANNING
19/01490/FUL – Land to East of Farrells Fields
Persimmon have indicated that they are preparing a revised application following their consultation with the Planning officer & Urban design Officer at Wiltshire Council.
19/03883/TCA – Tree Work – Keynell Court
No Objection – (Minute only application was circulated and agreed prior to meeting)
19/04224/FUL – Proposed lounge – South View
Support – Unaminous
19/03974/FUL – Construction of 9 Houses on Land at the former Phillips Garage
4 members of the Public Gallery outlined their objections to the application. Two representatives from Princeton Homes answered questions and explained the changes from the previously approved application 18/ 02072/FUL.
Members of the Public Gallery and Councillors supported the original application, the principle concerns expressed with the current application are:
Density – 9 houses on 0.26 hectares (equivalent to 34.6 per hectare) is too great for a development in an AONB.
Surface Water Drainage – Wessex Water have forbidden discharge to the foul water system. As the plans have been amended since the last drainage consultant’s report this can no longer be relied upon and a new report should be submitted by the applicant. There was concern expressed about the ownership and future management of the ditch on the southern boundary. The Parish Council will wait for the response from WC Drainage Officer before finalizing their comments.
Foul water drainage – there was concern expressed as to the capacity of the sewer system to cope given that there have been five known property flooding incidents in the last three years downstream of the development.
No clear dimensions of the proposed properties are shown in the plans.
Environment – No provision for solar energy or car charging.
Energy – concern as to whether the proposed air source heat pump system would be economic and viable.
Parking – layout of the site and carports along with tandem parking layout were considered impractical leading to parking hazards, blocked access and neighbour disputes. The submitted plans are unclear with regards to rear access to properties for the movement of and storage of bins
Cycle and Garden Equipment storage – no provision has been made.
Parish Council will request that the development is adopted.
Gardens because of the site layout there are inadequate front & rear gardens or open space.
Separation to existing properties and proposed properties considered to be inadequate.
Vegetation & boundaries concerns expressed with regards to the types of boundary, hedges and retention of existing trees, further clarification required.
Councillors unanimously object to the submitted application and will request that Cllr Baroness J Scott call in the application should officers be mindful to approve the application.
7.CLERK & FINANCE
Grittleton Road – Village gateway agreed to submit a request to CATG to move the 30 mph limit further toward Grittleton and repaint the gateway.
Footpath maintenance – it was agreed to request the Cotswold Wardens to make repairs to stiles and bridges on footpaths YK 4 & YK15

8.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Halfpenny pond – Grove Lane has a problem with blanket weed which has destroyed the wildlife. Agreed that Cllr Richards would research possible enzyme based solutions.
Former Cllr R Phillips has informed the PC that he has a number of old Parish Council documents, which the PC request that he places in storage at the History Centre.
