MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 5th November 2018

Present: Cllr A Parker (Chair), Cllr M Crookall, Cllr. C. Grainger, Cllr M Green, Cllr. F. Plowman, Cllr M Pope, Cllr M Woodcock and Ian Plowman (Clerk)

1. PUBLIC GALLERY
Resident from Tiddleywink raised the issues of drainage grips being cut in the verge and its use as a walkway between Tiddleywink and the Village. It was pointed out that this was not a Parish council issue but a Highways maintenance issue. It was also explained that the issue has previously been raised Wiltshire Council and that as well as land ownership issues the verge was not wide enough to be made into a pavement.

5. REGISTER OF ACTION
The Bell Inn, as no response has been received from Enterprise Inns and the wall remains in an unsafe state, agreement from the tenant will be sought to raise the issue with Wiltshire Council.
Affordable Housing Needs Survey – Wiltshire Council have offered to undertake a survey in February/March 2019, unanimously agreed to proceed.
Burial Ground Gate – two quotations have been received as the specifications were slightly different, it was agreed to ask for revised quotes for replacement of gate post, two gates (4ft & 6ft) and to include any spoil removal.
Village Maintenance – tender document was agreed and will be placed on the website, noticeboard and in the Honeycomb, responses by 2nd January 2019.

6. PLANNING
Proposed development of Land adjoining Farrells Field – Nothing to report.
WHSA Plan – Agreed to object to the proposed settlement boundary change in the area of The Old Forge – The Street.
18/09610/FUL – Erection of Log Cabin, The Paddocks Old School Gardens
No Objection – Unaminous

7. CLERK & FINANCE
Payments Authorised:
I J Plowman – £184.06 – Clerk Salary October J Bruce Scott – £1,636.00 – Village Maintenance October
CPRE – £36.00 – Annual Subscription – Majority Decision.

Cllr Crookall will source the Xmas Tree for the market cross and Cllr Green will arrange delivery. J Bruce Scott to be asked to erect the tree.
Luncheon Club Christmas meal unanimously agreed to fund the meal and small gift as previous years, noting that a small number of the attendees are non-resident.

8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
The Parish council wish to thank the Can Craft group for their hard work in creating the many poppies that have been placed around the village to commemorate the 100th anniversary of the end of the First World War.
The Church has requested that a Parish Councillor read a lesson at the carol service on 16th December, Cllr Woodcock agreed to do the reading.
