Property owner from Tiddleywink queried policy of publishing minutes of meetings. As the Parish Council’s Income/Expenditure in the current year will be greater than £25,000 as per the standing orders minutes are not required to be published within a month of the prior meeting. (Minutes of 6th October Item 5 confirmed this matter.)

4.MINUTES OF THE LAST PARISH COUNCIL MEETING
Minutes of the Meeting – 3rd November 2025 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
B4039 – Flexible walkway, updated plans received from Wiltshire Council (previous edition January 2025) it was noted that there remains a number of outstanding issues with utility companies to be resolved before the project can be costed, permission from adjoining land owners will also be required. Cllr A Parker to make informal approaches to landowners to make them aware of the proposal. Councillors remain supportive of the proposed walkway, emphasizing that the overall objective is to have the speed limit reduced to 30mph on B4039 between village & Tiddleywink.
Clarkes Leaze Amenity Area, tree planting – Cllr D Towl & Cotswold Wardens looking in to tree varieties and grants for tree planting. Neighbouring properties to be consulted once the scheme has been progressed.
Biddestone Lane weight restriction, unsatisfactory response received from Wiltshire Council, clerk to respond.
Defibrillator discussion – postponed to January 2026.
Grittleton Road SID, clerk awaiting response from Wiltshire Council regarding permissions.

8.HIGHWAYS, FOOTPATH & AMENITY AREA
Cllr D Towl to investigate creating a permissive footpath linking YK15 & YK17 and cutting the hedgerow on YK9.
Police ANPR Camera B4039 Burton, following submission of costed business case Councillors agreed to contribute a maximum of £200, noting that this would be a one off method of funding as the Police are a precepting authority, no precedent being set.
Grittleton Road (near 1-2 West View Cottages) collapsed manhole cover, Clerk confirmed this has been reported to Highways department at Wiltshire Council.
