1. PUBLIC GALLERY

 
Six member of the public attended.
Concern was expressed by two residents from West Yatton that the noise from the Circuit had increased due to noise being reflected by the solar panels. Clerk to contact Castle Combe PC to see if they have had any similar reports.
A resident queried the noise testing regulations for Motor Bikes at the Circuit. Clerk to contact Environmental Health to see what noise monitoring they have carried out this year.

Surgery Footpath – following advice it was proposed that the area should be grass seeded rather than turfed. Majority Decision (4 for 2 against) to award contract to Green Shoots for £785.
War Memorial – Cllr Plowman to prepare press release and circulate, to invite designs and funding.

Community Speedwatch – Clerk will include request for volunteers in Honeycomb report

Church AV System – Clerk to request update, this was provided post meeting by Cllr Skinner

6. PLANNING

16/07188/LBC – Installation of three conservation roof windows, The Stone Barn Homefields. No Objections – Unanimous Decision

16/07431/FUL – Change of Use of Agricultural Land to Tourist Use and erection of 5 Holiday Lodges, Land at Brooms Farm, Object – Unanimous Decision

The Council has seen nothing in the planning application compared to the previous application 15/03150/FUL which was refused by Wiltshire council, for it to change its view.

The original objection was: The proposed fishing lets would cause a visual impact on the area, and that the access lane to the pond is unsuitable for a larger volume of traffic.

The Council request that Cllr Baroness Scott call in the Planning Application

8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS

Residents at Clarkes Leaze, 21 – 30 have emailed the Clerk concerning parking on Grittleton Road and the lack of parking spaces. The proposed solutions by the residents were deemed to be impractical and outside of the area of responsibility of the Parish council
