MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 6th August 2018

1. PUBLIC GALLERY
Member of public requested that the Parish Council support the introduction of 20 mph speed limit throughout the village, Parish Council unanimously agreed to support an application to CCATG.
Two representatives from Persimmons Homes presented their anticipated timeline for development of the proposed site East of Farrells Field. It is anticipated that a planning application would be submitted by the end of the year. Parish Council requested and it was agreed that there should be a pre-submission public consultation, probably in September/October this year. As this is classified as a large application the decision period would be 13 weeks with the probability of an extension, there would be a further period of approximately six months whilst any Sct. 106 agreements were negotiated, with construction commencing nine to twelve months post a positive decision. Two sketch plans of the proposed development were presented one with access from Farrells Field the other direct from B4039. Parish Council stated that access from B4039 would be the only access that would be supported. The track between Blacksmith Close & the School, Persimmons to investigate whether this will be included in the project and if it could be gifted to the village.
Farrells Field Broadband – the provision of broadband is still very poor in this one road in the village – Clerk to follow up with Cllr Baroness J Scott as this raised in September 2017.

5. REGISTER OF ACTION
Churchyard Status a further meeting with members of the PCC has been held and a draft agreement on the status of the Churchyard and maintenance has been circulated to Councillors by the Chairman, the agreement was approved and will be forwarded to the PCC.
Kissing Gate project application to be prepared to submit to Area Board for a kissing gate on footpath YK5.

18/06773/FUL – Loft Conversion with Velux roof lights, rear Dormer and Balcony – Halfpenny Pool, Grove Lane, Yatton Keynell SN14 7BS
The owners of Halfpenny Pool are running an events business in their field as well as constructing an open sided permanent structure. Clerk to write to them to seek assurance that they have the correct planning permission to run such a business.
7. CASTLE COMBE RACE CIRCUIT
Chairman & Clerk along with representative from Castle Combe PC recently attended a liaison meeting with Graham Marshallsay & Tom Davies from the circuit. The Clerk will write to Wiltshire Police & Crime Commissioner requesting that roads through the village on Track Action Days are more intensely policed to attempt to stop anti-social driving.
