PUBLIC GALLERY Resident from Tiddleywink raised the issues of drainage grips being cut in the verge and its use as a walkway between Tiddleywink and the Village. It was pointed out that this was not a Parish council issue but a Highways maintenance issue. It was also explained that the issue has previously been raised Wiltshire Council and that as well as land ownership issues the verge was not wide enough to be made into a pavement. 2. REGISTER OF ACTION The Bell Inn, as no response has been received from Enterprise Inns and the wall remains in an unsafe state, agreement from the tenant will be sought to raise the issue with Wiltshire Council. Affordable Housing Needs Survey – Wiltshire Council have offered to undertake a survey in February/March 2019, unanimously agreed to proceed. Burial Ground Gate – two quotations have been received as the specifications were slightly different, it was agreed to ask for revised quotes for replacement of gate post, two gates (4ft & 6ft) and to include any spoil removal. REGISTER OF ACTION CCATG Issues – Kents Bottom – Speed Limit to be reduced to 40 mph with improved settlement signage. Village 20 mph Speed Limit, as 20 mph is not enforced by Police and is not supported by Wiltshire Council, application will fail. Long Dean passing place meeting with Highway Engineer to be arranged. PUBLIC GALLERY Member of public requested that the Parish Council support the introduction of 20 mph speed limit throughout the village, Parish Council unanimously agreed to support an application to CCATG. Two representatives from Persimmons Homes presented their anticipated timeline for development of the proposed site East of Farrells Field. It is anticipated that a planning application would be submitted by the end of the year. Parish Council requested and it was agreed that there should be a pre-submission public consultation, probably in September/October this year. As this is classified as a large application the decision period would be 13 weeks with the probability of an extension, there would be a further period of approximately six months whilst any Sct. 106 agreements were negotiated, with construction commencing nine to twelve months post a positive decision. Two sketch plans of the proposed development were presented one with access from Farrells Field the other direct from B4039. Parish Council stated that access from B4039 would be the only access that would be supported. The track between Blacksmith Close & the School, Persimmons to investigate whether this will be included in the project and if it could be gifted to the village. PUBLIC GALLERY Residents from Grove Lane raised concern about Halfpenny Pond, as wildlife has disappeared and there was the possibility of pollution. The matter has been reported to the Environment Agency, who will respond if there is a reoccurrence. As Mr Bruce-Scott was present for a later item, the Chairman took the opportunity to mention that he was aware that there had been discussion between Mr Bruce-Scott and the Churchwardens regarding grass cutting, weed control and maintaining a sensible balance of formal and more informal areas in the churchyard. 2.
