REGISTER OF INTERESTS None Declared. 3.APOLOGIES FOR ABSENCE Cllr C Grainger & Cllr M Woodcock. 4.MINUTES OF THE LAST PARISH COUNCIL Minutes of the Meetings – 4th February 2019 – Signed By: Cllr A Parker. 5.REGISTER OF ACTION The Bell Inn – Chairman will discuss the issue with Cllr Baroness J Scott following public meeting on 15th March 2019. 6.PLANNING Wiltshire Housing Site Allocation Plan – Inspectors Examination, meeting dates were noted, no action required. Wiltshire Rural housing Needs Survey – Distribution allocated to Councillors, closing date 8th April, notices to be posted on website, Facebook & noticeboard. Community Led Housing – Cllrs Parker, Plowman & Clerk to attend drop in session on March 5th and report back to next meeting. 19/01490/FUL – Land to East of Farrells Field Two representatives from Persimmon Homes along with one resident from Farrells Field attended the meeting. The resident stated that the density of the proposed houses was too high, 38 is not about 30. The site is a not a good design, with the placement of properties there is a lack of privacy for some properties in Farrells Field, with one property being overlooked by five properties, the offset between properties was also questioned. Letter received from resident in Grove Lane requesting that the trees between pond and the property known as Halfpenny Pool be reduced in height. It was unanimously felt that the trees are within the boundary of the property and are therefore the responsibility of the owner. Clerk to respond on behalf of the Parish Council. 2. PUBLIC GALLERY Parking in Grittleton Road between Grove Lane & Coopers Meadow, due to two building projects being carried out in the area, it was noted that there has been issues both for pedestrians and road traffic. Footpath that runs behind properties in The Maltings and joins Grittleton Road, surface is breaking up due to tree roots. Clerk will raise issue with Wiltshire Council. Resident from Farrells Field updated the Parish Council on discussions that they had had with a planning officer from Wiltshire Council, with regards to the minimum distance between an existing & a proposed property, policy is that this should be a minimum of 21 metres. 2. PUBLIC GALLERY Resident from Tiddleywink raised the issues of drainage grips being cut in the verge and its use as a walkway between Tiddleywink and the Village. It was pointed out that this was not a Parish council issue but a Highways maintenance issue. It was also explained that the issue has previously been raised Wiltshire Council and that as well as land ownership issues the verge was not wide enough to be made into a pavement. 2.
